【摘要】:Thisguideisintendedforusebythoseundertakingthedevelopmentoffire-hazard-assessmentstandards.Suchstandardsareexpectedtobeusefultomanufacturers,architects,specificationwriters,andauthoritieshavingjurisdiction.Asaguide,thisdocumentprovidesinformationonanapproachtothedevelopmentofafirehazardstandard;fixedproceduresarenotestablished.Limitationsofdata,availabletestsandmodels,andscientificknowledgemayconstitutesignificantconstraintsonthefire-hazard-assessmentprocedure.Whilethefocusofthisguideisondevelopingfirehazard-assessmentstandardsforproducts,thegeneralconceptspresentedalsomayapplytoprocesses,activities,occupancies,andbuildings.1.1Thisguidecoversthedevelopmentoffire-hazard-assessmentstandards.1.2Thisguideisdirectedtowarddevelopmentofstandardsthatwillprovideproceduresforassessingfirehazardsharmfultopeople,animals,orproperty.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.1.4Thisfirestandardcannotbeusedtoprovidequantitativemeasures.X3.1.1ThisisanexampleofafirehazardassessmentstandardwritteninaccordancewithGuideE1546.ItisintendedsolelyforthepurposeofillustratingtheapplicationofGuideE1546andsoassistinginthedevelopmentoffire-hazard-assessmentstandards.Itisnottobeusedasafire-hazard-assessmentstandarditself.X3.1.1.1AsanexampleofastandarddevelopedinaccordancewithGuideE1546,thisdocumentisitselfamoredetailedguidetotheformatandcontentofafire-hazard-assessmentstandard.Forthisreason,thisdocumentwillrefertoitselfasbothanx201C;examplestandardx201D;andax201C;guide.x201D;Thetermx201C;examplestandardx201D;willbeusedinanypassagewhereafree-standingstandardwouldrefertoitselfasax201C;standard.x201D;X3.1.1.2Afire-hazard-assessmentstandard,oranyotherperformance-basedstandard,isusefuliftherearenewtechnologiesorunusualdesignswhoseassociatedfirehazardscannotbeadequatelymeasuredbyexistingtest-method-basedstandards;orifthegoalsofexistingcodes,standards,andregulationscanbemetmoreflexiblyorlessexpensivelybynewtechnologiesordesignsthatwouldnotbeacceptableunderexistingcodes,standards,orregulationsbutcouldbeshowntoachievethegoals.Becauseexistingcodes,standards,andregulationstypicallydonotstatetheirgoalsinmeasureableform,suitableforengineeringanalysis,suitablegoalsthatexpresstheintentofthecode,standard,orregulationmustbedevelopedbythoseresponsibleforsafety.Thoseindividualshavenotcontrolledthespecificationofgoalsandassociatedevaluationcriteriainthisexamplestandard,whichistheprincipalreasonthatitistobeusedasaguideandexampleandnotasastandardforthesubjectproduct.X3.1.1.3Becausethisisanexampleandnotafinishedstandardforuse,theevaluationcriteria,scenarios,assumptions,andmodelsproposedmustberegardedonlyasplausible,workablecandidatesthatillustratethestructureandcontentofafire-hazard-assessmentstandard.Theydonotallhaveconsensussupportasfina......
